DC, by responding to TS' post as "what do you mean" I would assume you mean by "rank-based skills". So here's what I truly believe he was trying to say, I'll use a more elaborated version of TS' example:
Say you have two FOs (which I don't believe you can obtain)...
They're both being controlled my people of different ranks...
The lower-ranked player has only just enough MOS Experience to use his FO, which in return will only have 3 skills; evasion, endurance aura, and windwalk (I know these aren't the actual skills you get as FO, but bare with me)
While on the other hand, the higher-ranked player has obtained the substantial rank of GoND- his FO has 5 skills...
Evasion (Obtained when you are first able to use FO), Endurance Aura (Obtained when you are first able to use FO), Windwalk (Obtained when you are first able to use FO), Explosion (Obtained at Brigadier General), and of course "Airstrike" (Obtainable only at GoND)
So you see, in this example GoND has two more skills than the lower-ranked player: this is because GoND has gone through two ranks (Brig. Gen. and GoND) that earn you two additional skills- while the lower-ranked person has only the basic FO skills due to the fact he has only just acquired enough MOS Exp. to use FO.

So you see, although they are both playing as the same class, the General has more skills than the Lieutenant Colonel because he has acquired a higher rank.
GoND playing as Forward Observer >= LtCol playing as forward observer
The rank may empower the GoND, but the LtCol may have better skill- in which case he would be just as good as the GoND's FO.

Basically, what Thousand is trying to say is, Each class should have some sort of benefit of playing as a higher rank as apposed to playing as a low or mid class rank.
I think i can incorporate this into v1.99. Considering the way the difficulty will dramatically increase with the use of high ranks, this will give them that reason to keep progressing their rank.
