Not sure what you mean, but here's my best interpretation of that decision:

Full out assault - Have multiple units everywhere in the world, then on one signal all of them shoot all the most powerful figures of our time. I assume having knowledge of military tactics would also be included, as many militaries would try to stop you.

Piece by piece - Infiltration of all governments through hard work, and after obtaining some powerful positions (such as advisors) to all countries work at combining all of them into one super government.

I'd choose piece by piece simply because it's less obvious and people won't realize what's going on until their government has been merged with all others.

Which game requires more strategy? WarCraft 3 or StarCraft (this includes StarCraft 2)?

i would say starcraft requires more strateegy because there are more units, larger armies, and more abilities. watched many pro SC2 players and WC players and its just not the same.
